The HACP provides affordable public housing for more than 20,000 low-income Pittsburghers. Their 2,700 units include traditional public housing, scattered sites and Housing Choice Vouchers – Section 8. General housing and senior communities are located in each region of Pittsburgh. It was one of the first housing authorities in the country. The authority police department was established after crime increased at HACP sites.
